Logan County Released Mugshot Sources
Logan County's official detention page links to a “Current Inmates” roster. It does not promise a released-person photo archive. A person may disappear from the live roster after bond, dismissal, time served, transfer, probation, sentence completion, or another event. That absence does not identify which event occurred, and it does not establish that a former booking image remains online.
The best source depends on who created the photo. Ask the Logan County Jailer for a county booking image. Use KOOL for a KDOC identification image. Use the Kentucky State Police registry only when the person has a legal registration duty. Keep release proof separate from photo discovery.

| KDOC KOOL | Many, not all, profiles have an image | Camera indicator on state profile |
| KDOC records | Most recent releasable state image may be requested | Open-records request with identity details |
| KSP registry | Registrant profile may display a state image | Official registry, qualifying registrants only |
| USMS | Not publicly promised | USMS generally withholds prisoner photos |
Request Logan County Booking Photos
Send a specific written request to the Logan County Jailer or Detention Center at 304 West Third Street, Russellville, KY 42276. The phone number for routing is 270-726-3696, and the fax is 270-726-4676. The official site does not publish a dedicated jail-record form, booking-photo fee, retention period, or records-office hours. Do not assume the sheriff's separate form controls jailer records.
- Identify the person by full name, birth date if known, booking range, and case or booking number.
- Ask for the booking sheet and final release or discharge entry.
- Request the associated releasable booking photograph.
- Ask for electronic copies of existing records when that format is available.
- Include a Kentucky residency statement and contact or mailing information as required.
The request should seek records, not ask the custodian to write a new account. It can request the recorded release date and time, release type, releasing facility, and destination or receiving custodian if recorded. Those fields help tie the image to the correct booking and event.
Logan County Photo Request Law
KRS 61.872 permits Kentucky residents to inspect public records under stated procedures. A custodian may require a signed written request with a legible name, a sufficiently clear record description, and a residency statement. Requests can be delivered by hand, mail, fax, or email. An agency cannot insist that only its own form be used.
Under KRS 61.874, a noncommercial standard-format copy charge may not exceed actual reproduction, media, and mechanical-processing cost. Staff time is not part of that standard fee. That statewide rule does not establish a Logan photo price, because none is published.
KRS 61.878 contains privacy, active-investigation, and other exemptions. Nonexempt portions must be separated when possible. A mugshot is not accurately described as always open or always closed. Ask for the specific existing image and read any exemption or redaction explanation.
Logan County State Offender Images
Kentucky Offender Online Lookup, or KOOL, marks image availability with a camera indicator. KDOC says most, but not all, offender records include a photograph. Institutional images are updated at least once a year or after a significant appearance change. That image may therefore be newer than the Logan booking image.
Open the state profile only after matching the DOC or PID number and another identifier. Names and aliases can overlap. Label the result as a KDOC offender-identification image, not a Logan County mugshot, unless the source specifically identifies it as the county booking photo.
A KDOC image also does not prove release. Read the profile's current location and status, then use the proper dated Daily Releases report for a state event. A prison or county jail indicates custody. A probation and parole district points to community supervision, while a detainer term may point to another custodian.
Request Logan County KDOC Images
When the person belonged to KDOC, request the most recent releasable offender identification photograph from the Department of Corrections. Email correctionsopenrecords@ky.gov, fax 502-564-9575, or mail the Division of Public Affairs, Open Records Coordinator, P.O. Box 2400, Frankfort, KY 40602. Include a mailing address, full name, and date of birth or offender number.
KDOC publishes charges of ten cents per released paper page, one dollar for electronic records placed on CD plus postage, and about two dollars and fifty cents for a USB drive plus postage. It says it responds within five business days under KRS 197.025, excluding weekends and legal holidays, with whether inspection is allowed, denied, or delayed and why.
Ask for the existing final release or discharge record with the image when context matters. Preserve the exact release type and “Released From” field. A state image and a state release record answer different questions, but together they can prevent a photo from being tied to the wrong event.
Logan County Registry Photo Limits
The Kentucky State Police Sex Offender Registry is limited to people with a legal duty to register. A public profile may include a state identification image. It is not a general jail mugshot channel, and it is not a parole or custody database.
Presence in the registry does not establish current incarceration or supervision. Absence says nothing about a person who has no registration duty. KSP warns that it cannot guarantee complete accuracy and prohibits misuse and harassment.
Use the registry for its defined public-safety role. Record the source and date. Do not relabel a registry image as a Logan County booking photograph or use it as proof of a Logan release.
Logan County Mugshot Context
A photograph must remain tied to its source, record type, and date. A county booking photo reflects appearance during one local booking. A KDOC image reflects state identification and may have been updated later. A registry image serves a separate statutory system. A news reproduction or third-party copy may be stale, altered, misidentified, or detached from the event.
- Booking photograph
- An image associated with entry into a specific jail booking record.
- Offender image
- A correctional identification photo maintained by KDOC.
- Registry image
- An image displayed for a person subject to a registration law.
- Release record
- A separate record documenting a custody departure, type, and related fields.
Commercial aggregators and news copies should be treated only as leads. No commercial mugshot or pay-to-remove service should be endorsed. Confirm the image with the originating government record before relying on its identity or date.
Logan County Mugshot Removal Law
KRS 61.8746 is narrower than a statewide ban on publishing mugshots. It targets commercial use of a booking or inmate photograph obtained from a public agency when the publisher requires money or other consideration to remove the image. A subject may seek Circuit Court relief, with specified cost, fee, and damage provisions.
This resource is not a consumer reporting agency. Mugshot and release data may not be used for credit, employment, tenant, insurance, or another purpose covered by the Fair Credit Reporting Act.
The statute does not make every booking photo confidential. Nor does it guarantee that Logan County will post a released person's image online. The official county page makes no released-photo promise, while KOOL provides a separate state image channel for many state profiles.
A person dealing with a commercial pay-to-remove demand should use the official statutory text and qualified legal advice. Paying a private removal company does not correct the source jail, court, KDOC, or registry record.
Expungement and Logan County Mugshots
Kentucky expungement begins with an AOC certification. The official expungement page explains online and mail routes. Filing for a Logan case occurs through the local circuit clerk after certification. The legal process concerns covered records; it is not the same as asking a private publisher to remove a copy.
For many eligible Class D felonies, KRS 431.073 sets a five-year wait from the later of sentence completion or successful completion of probation or parole. Jail release alone does not start that controlling period when supervision continues. Dismissed-with-prejudice and acquitted cases on or after July 15, 2020 are generally automatically expunged after 30 days, excluding traffic matters.
After a covered process is complete, public computer records are removed and agencies give the response prescribed by law, subject to limited nonpublic retention. Statutes can change. Recheck the live law and the Logan clerk's instructions before filing.
Correct Logan County Photo Errors
For Logan roster or jail information, contact the detention center and identify the exact record. The county detention page says LCDC will try to verify and correct errors when notified. Keep a copy of the questioned item and the response. A jail correction does not automatically revise a court or KDOC source.
For a court record, contact the Logan Circuit Court Clerk. For KOOL or a KDOC release record, use the department's public-information or open-records route. Describe the source, displayed identifier, claimed error, and supporting official record.
Do not overwrite context while a correction is pending. Record when the image was viewed, what agency identified it, and whether it was a booking, state-offender, or registry image. The Logan County release record workflow can then confirm the related custody event without using the photo as proof.
Official Logan County Photo Routes
Start with the Logan detention page to identify the county jail source. If an image was created by the sheriff rather than the jailer, use the sheriff's official records route. For the case linked to the booking, the Logan Court of Justice page identifies the local clerk and record-access path.
Agency custody controls the request destination. The sheriff's process should not be presented as a dedicated jailer form. Ask each office only for the record it maintains, and preserve any written redaction or exemption explanation. That approach is more reliable than copying an image from a commercial index.
